"Extend a Helping Hand Fund" Guideline (as revised July, 2000)

Purpose:
The Frances Chartier "Extend A Helping Hand Fund" has been designed to provide
new or
financially impaired/challenged SW Region chapters with funds when needed.
Scope: This program will
provide funding to individual chapters in amounts between $100 and $1000
per grant, in increments of $100. No chapter may receive more than one (1)
"Extend A Helping Hand" Grant in any given fiscal year.
Administration: The grant will
be administered by the SW Region Grant Evaluation Committee.
Suggested Uses of Funds: It is
the intent of the SW Region to maximize its flexibility in providing funds.
While not all inclusive, below is a list of suggested uses for this fund:
- Assist a chapter by providing money
for travel to the Regional Leadership Conference.
- Provide money for people to travel to
Houston's conference or seminar (or with consideration,
one of the other
SW Region Chapters' conferences or seminars.
- Money for program speakers for chapter
seminars, workshops, conferences or monthly meetings.
- Money for establishing or maintaining
a Chapter newsletter.
- Funds to be used for promotional activities.
- Funds to be used for chapter libraries
or other educational resources.
- Money to be used for any legitimate
operational need.
Application Procedures: Requests/Applications
for the SW Region Frances Chartier "Extend a Helping Hand" Fund shall be
submitted to the SW Region Treasurer for processing. Applicants must provide
the following information:
- Completed General Information Form (See
Exhibit A)
- Definition of Need
- Purpose for funds
- Provide an annual Treasurer's report
and balance sheet showing the last 12 months
itemized account history
for the Chapter
- Statement of benefits to Chapter as
a whole and to the members in particular
Application Processing: Once the
application is received, the SW Region Treasurer will ascertain the availability
of funds. She/He will forward certification of availability of full or partial
funding and the grant request/application to each member of the SW Region
Grant Evaluation Committee. The Chairperson of the SW Region Grant Evaluation
Committee shall work with the committee members to reach a decision regarding
the disposition of the grant request and the amount to be awarded.
The SW Region Grant Evaluation Committee
Chairperson shall be responsible for communicating questions, information
requests and the final decision to the SW Region Manager. The Chairperson
shall also communicate any conditions that may have been attached to the
grant to the aforementioned parties. The Committee Chairperson and the SW
Region Manager must sign the approval. The SW Region Manager shall forward
this documentation to the SW Region Treasurer. After the completion of the
task, the SW Region Treasurer shall provide approved funds to the chapter.
The Grant Evaluation Committee Chairman will
notify the Chapter President. The decision of the Grant Evaluation Committee
shall be final.
Reports must be provided by the recipient
Chapter to the SW Region Treasurer quarterly, itemizing all expenditures
of the funds.
The SW Region Treasurer shall prepare a report
for all activity of this fund and distribute it to all SW Region Chapter
Presidents on a quarterly basis.
Revisions of the Grant Guidelines: Revisions
to these guidelines shall be made in accordance with the provisions outlined
in the SW Region Grant Program Guidelines.
History: This fund was established
in July 1996 by a $5000 donation from the Houston Chapter.
